Composite picture to help to study and to define a Regional Economic Intelligence System

Résumé : Problem authors deal with a tool to benchmark Regional Economic Intelligence System (REIS). We have observed some developed French REIS and we translated some characteristics of six of them into effective elements to differentiate between them. Also, we propose from this evaluation, a tool to benchmark REIS to identify and understanding much information to best adapt your REIS project to your needs. After observation and survey, we propose a simple tool to realize a composite picture of ideal system for any REIS associated project. Firstly, we explain what we imply by REIS and then develop a REIS consideration from 7 actions and goals which are generally chosen to do so. These 7 actions are: Watch, Protection and Security, Influence (strategic networking, lobbying, promotion, etc.), Knowledge Management, Networking for cooperation and knowledge sharing, Training and Sensitization, Advice.
