Abstract : The internet can be analyzed both as a technical and social infrastructures. This is shown by the analysis of the debates around the "net neutrality", whose issues intertwine both technical, economic and political dimensions. A deconstruction of the genesis and evolution of the field of struggle that is the neutrality of the Internet, shows how this formula fits into the history of utopias linked to the remote communications and information technology, and how it is appears as a matter both legitimate and central. The implementations of it's generic definition is an issue of struggle between the stakeholders, developing a "techno-political controversy“ between access providers, service / content providers, organizations representing civil society and the regulatory authorities of the Internet, including the States. By observing in detail the power relations around this issue, we can observe the contemporary construction of states and markets process.
