La production d'un intérêt général dans la gouvernance polycentrique de l'Internet

Abstract : The capacity of an organisation to ensure the general interest strongly depends on its architecture. Properties sought are resistance to subversion, resilience to disaster and scalability. The evolution of Internet governance is entightening in this respect. The Internet, originally thought of as a scientific object linking a few research centers in the United States, has become in three decades a common good aiming at interconnecting the whole Mankind as well as its technological devices, theater of global conflicts between States, globalized companies and civil society. To what extent can the scientific and technical principles implemented by the architects of the Internet be applied to the governance of human societies?
