Open science in France: the 2nd National Plan for Open Science

2nd National Plan for Open Science (PNSO - Plan national pour la science ouverte ) sees France seeking to build on the commitments and steps outlined in the first PNSO (2018-2021), through which the country formulated a coherent, dynamic policy with regard to open science.

This second plan lays out renewed commitments aimed at helping science to become more efficient, more transparent and more accessible, both for the wider public and for social and economic stakeholders.

The plan contains 12 measures, centred around 4 key areas:

  • establishing open access to publications as the general rule
  • structuring, sharing and opening up research data
  • opening up and promoting source codes produced through research
  • transforming practices in such a way that open science becomes the norm

A few key aspects:

  • 100% of publications are to be made open access by 2030
  • A national research data platform is to be launched
  • There is to be a national policy on data, algorithms and code
  • The budget for open science is to be tripled
  • There will be an international commitment
