NICE ELKS 2000 proposal

This document presents the proposal we designed for the Non-profit International Consortium for Eiffel (NICE) for the new Eiffel Kernel Libraries Standard 2000 (ELKS 2000). We explain our motivation in designing this new standard and detail the new ELKS 2000 version of the standard, which represent a significant evolution of the ELKS'95 standard. We also keep track of the first revisions of ELKS 2000 thanks to early feedback from the Eiffel community.
