The capacity of an organisation to ensure the general interest strongly depends on its architecture. Properties sought are resistance to subversion, resilience to disaster and scalability. The evolution of Internet governance is entightening in this respect. The Internet, originally thought of as a scientific object linking a few research centers in the United States, has become in three decades a common good aiming at interconnecting the whole Mankind as well as its technological devices, theater of global conflicts between States, globalized companies and civil society. To what extent can the scientific and technical principles implemented by the architects of the Internet be applied to the governance of human societies?
La capacité d'une organisation à assurer l'intérêt général est fortement conditionnée par son architecture. Les propriétés recherchées sont la résistance à la subversion, la résilience aux catastrophes et la capacité à passer à l'échelle. L'évolution de la gouvernance de l'Internet est à ce titre éclairante. L'Internet, initialement pensé comme un objet scientifique reliant quelques centres de recherches aux États-Unis, est devenu en trois décennies un bien commun voué à interconnecter l'ensemble de l'Humanité et de ses produits technologiques, théâtre de conflits mondiaux entre États, entreprises mondialisées et société civile. Dans quelle mesure les principes scientifiques et techniques mis en oeuvre par les architectes de l'Internet peuvent-ils être appliqués à la gouvernance des sociétés humaines ?
